The Program Management Analyst:
Leads development efforts for the annual Division Risk Assessment to assist in the identification of objectives and work activities, including process reviews, to be incorporated in the Division Business Plan. Enters results from Risk Assessment into the appropriate FHWA database and monitors and reports on progress with respect to response strategies. Leads efforts to develop the annual Unit Plan, ensuring effective objectives, activities, and measures are developed to support FHWA's Strategic Implementation Plan, to address identified risks, and to carry out our required stewardship and oversight responsibilities. Monitors and reports on progress with respect to completing Unit Plan activities and status of measures. Responsible for coordinating with Division staff to ensure data collection and reporting for agency metrics and other reports as required. Collects and analyzes relevant data and provides status reports showing the effectiveness in delivering the Federal-aid Highway Program and provides recommendations for improvements and adjustments to the Unit Plan. Works with the Division Administrator, Deputy Division Administrator, Team Leaders, the program managers, and other members of the DO. Outside the DO, personal contacts include coordination with other FHWA Offices (e.g., Headquarters, Resource Centers, and/or other FHWA Division Offices) DOT, other State and local agencies, colleges and universities, and the general public. Briefs Division management on proposed process changes and obtains their approval before implementing them. The ideal candidate for this position will have excellent analytical and research skills to plan and manage projects, studies and other work related to data management, analysis, performance planning and process reviews. Candidate must have excellent communication skills and have the ability to provide technical assistance to program managers and senior staff. To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09, it must include:
Experience coordinating with staff and management to conduct all phases of project management. Experience planning briefings, presentations, and conferences for supervisors. Experience with monitoring the progression of projects to meet mission requirements. To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
Experience conducting data management, analysis, and reporting; participation in risk assessments, process reviews and policy formulation, and problem solving at a program level. Experience establishing and maintaining liaison with other program-administrative support staff. Experience leading projects on operational effectiveness, efficiency, and productivity. Experience evaluating new and revised policies or procedures. You cannot qualify on education at the GS-12 level; you must have experience. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
