MINIMUM
Qualifications:
A baccalaureate degree in accounting, finance, or business administration plus three years of professional level experience in accounting, financial auditing, procurement, human resources, budgeting, information technology, statistical analysis or contracts/grants management.
SUBSTITUTIONS:
A baccalaureate degree with fifteen semester hours in computer science, management information systems (MIS), quantitative business analysis-computer science, computer information systems (CIS), information systems and decision sciences (ISDS), computer engineering, electrical engineering, or telecommunications will substitute for the required specialized baccalaureate degree.
Professional level experience in accounting, financial auditing, procurement, human resources, budgeting, information technology, statistical analysis, contracts/grants management, engineering, construction management, fleet management, project management for transportation/public work structures, building construction, warehousing administration, and inventory control management will substitute for the required specialized baccalaureate degree on a the basis of thirty semester hours for one year of experience.
A master''s degree in business administration, computer science, management information systems (MIS), information systems and decision science (ISDS), or public administration will substitute for a maximum of one year of the required experience.
NOTE:
Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies:the Middle States Commission on Higher Education; the New England Association of Schools and Colleges; the North Central Association of Colleges and Schools; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; and the Western Association of Schools and Colleges.

To provide lead worker support to IT Statewide Systems Analyst 1 and 2s or project team and may act in capacity of IT Statewide Systems Manager when required. To perform evaluations and analysis of change request for system impact resulting from communication with users.

Supervision Exercised:
Lead worker responsibilities over IT Statewide Systems Analysts 1 and/or 2 for a particular project and functional over department fiscal, purchasing, or human resources staff and/or peers on a project basis.

Job Distinctions:
Differs from the IT Statewide Systems Analyst 2 by the presence of responsibility for statewide application and agency support along with responsibility for advanced systems analysis, by serving as primary agency contact in OIS and lead worker responsibilities over IT Statewide Systems Analysts 1 and/or 2.
Differs from the IT Statewide Systems Analyst Supervisor by the absence of direct line supervision.
Differs from the IT Statewide Systems Manager by the absence of responsibility for management duties over an application area within OIS, the absence of responsibility for organizational goals and second-line supervision.
Examples of Work:
Provides lead worker support, including project planning, development, and implementation.
Develops, maintains and/or modifies complex IT systems and processes and performs complex problem resolution.
Evaluates and analyzes complex change requests for system impact and develops and executes complex test plans.
Communicates with customers to establish user requirements, determines system specifications, and oversees development of user support materials and specialized user training.
Maintains high degree of proficiency in IT tool sets, defines complex data elements, and structure for databases and determines and maintains security requirements.
Acts in capacity of IT Statewide Systems Manager, when required.Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
