The Office of Public Health (OPH) is the office within the Louisiana Department of Health (LDH) dedicated to enhancing the quality of life in Louisiana by providing public health services to protect and promote the health of all individuals and communities in Louisiana through education, promotion of healthy lifestyles, prevention of disease and injury, and dissemination of information impacting population health.
In order to carry out the above responsibilities, OPH is organized into three centers which include the Center for Community and Preventive Health (CCPH), Center for OPH Operations, and the Center for Community Preparedness and Health Protection.
The Bureau of Nutrition Services (BONS) is one of five Bureaus within CCPH.
BONS is responsible for the administration and management of two federally funded nutrition programs:
the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) and the Commodity Supplemental Nutrition Program (CSFP).
WIC has an annual budget of approximately $110 million ($70 million is dedicated to supplemental food costs) and provides supplemental foods, nutrition education, breastfeeding support, and referrals to healthcare services to approximately 105,000 participants (low-income women, infants, and children up to five years of age) monthly.
Through the WIC Program, BONS also administers the Breastfeeding Peer Counselor Grant Program.
CSFP has an annual budget of approximately $5 million and provides supplemental foods to approximately 55,000 participants (low-income individuals over 60 years of age) monthly.
These services are provided to eligible Louisiana residents at over 60 CSFP distribution sites and 105 WIC clinics across the state.
The United States Department of Agriculture (USDA) Food and Nutrition Service (FNS) provides guidance for both of these federally funded programs.
With approximately 60 BONS state agency staff, the Bureau oversees programmatic operations, executes and monitors 50 contracts, provides technical assistance to local staff and authorized vendors, and conducts monitoring site visits and investigations to ensure compliance with federal regulations and state statutes and policies.
SECTION DESCRIPTION:
The Consortium Coordinator will be responsible for the overall coordination and management of the MOSAIC Consortium.
The Consortium Coordinator will ensure quality program innovation, planning, implementation and provide strategic guidance to Consortium.
The Consortium Coordinator will coordinate work on maintenance and enhancements efforts.
The Consortium Coordinator will facilitate and maintain partnership management, and relationships with external stakeholders and project partners.
S/he will be responsible for maintaining regular contact with all Consortium Partners and serve as a central point of communication between the states.
The MOSAIC Consortium Coordinator will assist the states in the MOSAIC Consortium with transitioning to online EBT services and modifying the MIS system to move to an online issuance system.
Job duties will include, but are not limited to:
? Develop and lead a well-functioning Consortium, built around collaborative leadership and decision making, capitalizing on the expertise and capacities of all MOSAIC Partners.
? Lead innovation planning, project planning and coordination to ensure timely and quality implementation of all project activities in line with the program work-plan and in full coordination with all partners.
? Schedule and hold monthly meetings and periodic in person meetings to discuss project progress including recording notes and facilitation, prioritization and follow up on execution of agreed action points.
? Maintain and revise charter as needed.
? Oversee key project planning deliverables using results-based management approaches and tools.

Work with MOSAIC leadership and other executives to facilitate the participation in the planning and implementation of activities and undertake periodic reviews of project activities to assess effectiveness, efficiency, achievement of results and compliance with procedures.
? Develop and maintain a consortium library of documents.
Ensure all partners are up to date and share project tools.
? Facilitate day-to-day coordination and delivery of project activities in conjunction with staff and partners.
? Visit current and future MOSAIC Partners to assist and ensure that activities are implemented as planned.
? Ensure regular communication with all MOSAIC Partners and future partners regarding the Consortium progress and processes.
? Lead the coordination and planning of the Project Steering Committee meeting, taking notes and sharing with all the partners.
? Lead the planning and coordination of project work group meetings as needed.
? Represent the Consortium to other external stakeholders, effectively communicating challenges, successes, and contextual changes throughout the course of the transition to online and other consortium projects.
? Maintain open and effective communication amongst the Consortium and project team members.
? In conjunction with the Consortium partners, develop and monitor any project budgets related to the Consortium or partner projects.
? Manage the identification of complex issues and facilitate the options, gain agreement, and manage resolution.
? Participate in or lead meetings and represent the interests of the MOSAIC User Community to ensure their representation in MOSAIC decisions so that their unique situations and issues will be considered.
These meetings will be with MOSAIC Partner programs, USDA FNS representatives, and MOSAIC system providers.
? Develop presentation materials for meetings.
? Assist in all aspects of the transition to online EBT of the WIC systems for the MOSAIC state agencies including support strategy planning, requirements definition and schedule development.
? Assist with the coordination of necessary federal documents and updates including an Implementation Advance Planning Document (IAPD) ensuring all partners input is included.
The contractor will monitor these documents during federal review and coordinate responses.
? Assess and monitor risks related to the transition to online.
? Assist in development and negotiation of MOSAIC Partner procurement and contract documents as needed.
? The Coordinator will lead preparation for any conversion activities including assistance and direction for testing, store implementation, clinic implementation plans, card procurement and other activities related to moving to EBT online.
? Where necessary, the Coordinator will train testing support on how to perform these activities and the Coordinator will participate in the performance of these activities as necessary to ensure activities are completed according to the project schedule and requirements if needed.
? Perform any other duties as assigned by the Consortium as needed.
? Travel as needed, or directed, for successful performance of the duties herein.
