00 per hour The Office of Public Health (OPH) is the office within the Louisiana Department of Health (LDH) dedicated to enhancing the quality of life in Louisiana by providing public health services to protect and promote the health of all individuals and communities in Louisiana through education, promotion of healthy lifestyles, prevention of disease and injury, and dissemination of information impacting population health.
In order to carry out the above responsibilities, OPH is organized into three centers which include the Center for Community and Preventive Health (CCPH), Center for OPH Operations, and the Center for Community Preparedness and Health Protection.
The Bureau of Nutrition Services (BONS) is one of five Bureaus within CCPH.
BONS is responsible for the administration and management of two federally funded nutrition programs:
the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) and the Commodity Supplemental Nutrition Program (CSFP).
WIC has an annual budget of approximately $110 million ($70 million is dedicated to supplemental food costs) and provides supplemental foods, nutrition education, breastfeeding support, and referrals to healthcare services to approximately 90,000 participants (low-income women, infants, and children up to five years of age) monthly.
Through the WIC Program, BONS also administers the Breastfeeding Peer Counselor Grant Program.
CSFP has an annual budget of approximately $5 million and provides supplemental foods to approximately 45,000 participants (low-income individuals over 60 years of age) monthly.
These services are provided to eligible Louisiana residents at over 60 CSFP distribution sites and 105 WIC clinics across the state.
The United States Department of Agriculture (USDA) Food and Nutrition Service (FNS) provides guidance for both of these federally funded programs.
With approximately 60 BONS state agency staff, the Bureau oversees programmatic operations, executes and monitors 50 contracts, provides technical assistance to local staff and authorized vendors, and conducts monitoring site visits and investigations to ensure compliance with federal regulations and state statutes and policies.
The WIC In-Store Shopping Experience Staff functions in support of BONS and the duties and responsibilities of this position are as follows:
70% WIC Participant Shopping Support ? Travels to stores in assigned region to provide in-store WIC shopping support, including on nights and weekends ? Provides in-store support to LA WIC Participants including, but not limited to, o Determining WIC Benefits available for purchase during the shopping visit o Shopping for eligible WIC Approved Food Items o Assistance in maximizing redemptions of WIC Approved Food Items o Completing the WIC Transaction at the register, including reviewing and understanding all receipts printed during the transaction (Beginning Balance, Utilization, Purchase/Ending Balance, and Void receipt, if applicable) o Utilizing WIC Shopping Apps (WIC Shopper, BNFT, MyWIC, etc.
) and providing technical support, if needed o Completing the WIC Vendor Shopping Experience Form to report positive and negative shopping experiences to LA WIC Vendor staff for review/follow-up ? Provides in-store support to LA WIC Vendor (retail grocery store) staff including, but not limited to, o Providing a Beginning Balance/Balance Inquiry receipt to WIC Participants o Ensuring that all receipts are printed and provided to the WIC Participant during the WIC Transaction (Beginning Balance, Utilization, Purchase/Ending Balance, and Void receipt, if applicable) and providing guidance on understanding/interpreting the information on the receipts o Providing up-to-date information on WIC Approved Food Items and Approved Product List Updates o Providing technical assistance during WIC Transactions ? Promotes the benefits of WIC participation to non-WIC Participants who express interest in the Program ? Facilitates referrals to local clinics for both current and potential participants 25% Program Integrity and Improvement ? Maintains up-to-date knowledge of LA WIC Approved Food Items, including food item restrictions ? Maintains up-to-date knowledge of LA WIC program participation requirements ? Reports all in-store technical issues (card issues, POS issues, suspected APL issues, etc.
) to LA WIC Vendor staff for follow-up ? Provides daily summary reports on all in-store activities ? Makes recommendations for program improvement as a result of in-store interactions and observations ? Collaborates with BONS staff to develop and design training modules that address the most common in-store shopping issues for both Participants and Vendors ? Assists with the design and implementation of in-store shopping aids ? Maintains the confidentiality of Vendor and Participant information as required by Program policy ? Maintains up-to-date knowledge of USDA regulations relative to WIC operations and program integrity efforts ? Collaborates in the development of training for vendors, staff, and participants 5% Other ? Performs other duties not listed above but necessary for the effective operation of BONS ? Participates in continuing education by attending in-services, workshops, and conferences at local, state, regional and national levels to maintain current knowledge of required areas ? Fulfills obligation for State's emergency preparedness and response efforts as assigned during an emergency and assists impacted clinics/vendors/local agencies to assure they are back in operation as soon as possible following the event ? Travels as required to complete tasks associated with the effective operation of BONS ? Maintains a working knowledge of policies and procedures relative to the Louisiana Department Health, State Travel, and State Procurement Preferred
Qualifications:
A baccalaureate degree in administrative services, economics, public health, public relations, social services, or health services.
