86 an hour 2 days ago 2 days ago 2 days ago Public Health Laboratory Scientist (PHLS) Technical Master - Quality Assurance (Clinical and Public Health Unit) Qualifications A baccalaureate degree with twenty-four semester hours in any one or a combination of the following:
biological, environmental, or chemical science, plus four years of professional level experience in a biological laboratory, chemical laboratory or environmental laboratory.
A master's degree in a biological, environmental, or chemical science will substitute for one year of the required experience.
A doctorate degree in a biological, environmental, or chemical science will substitute for two years of the required experience.
The incumbent must have at the time of appointment a current valid license to practice as a Clinical Laboratory Scientist Generalist (CLS-G) or a Clinical Laboratory Scientist Specialist (CLS-S) issued by the Louisiana State Board of Medical Examiners (LSBME).
A Temporary License to practice as a Clinical Laboratory Scientist-Generalist or a Clinical Laboratory Scientist-Specialist issued by the LSBME shall fulfill this requirement only for the limited time period granted by the LSBME.
The incumbent is required to satisfy the requirements for a CLS-G or CLS-S permanent license prior to the expiration of the temporary license.
Previous laboratory supervisory or management experience is preferred as is a detailed knowledge of CUA regulations and survey procedures.
Job Responsibilities The incumbent will be responsible for the implementation and day to day oversight of the LDH OPH waived and Provider-Performed Microscopy procedures (PPMP), and high complexity laboratory systems' compliance with Clinical Laboratory Improvement Amendments (CLIA) regulations and the Quality Management Systems (QMS).
CLIA compliance ensures that these facilities produce accurate and reliable patient test results which contribute to quality patient care and ultimately improves health care in Louisiana.
50% OPH Laboratory CLIA High Complexity Compliance and Quality Assurance 30% Oversees all aspects of quality assurance and compliance with CLIA regulations for pre-analytical, analytical, and post-analytical processes, which includes:
internal audits; interactions with laboratory testing personnel, supervisors, and managers; review and/or approval of laboratory policies, procedures, quality assurance manuals, and other documentation; verifying that required employee demonstration of competence and ongoing training is completed and recorded; review and/or approval of verification/validation of new test methods; responding to on-site audits for agencies certifying the LDH-OPH laboratory; instituting and monitoring corrective actions in collaboration with laboratory supervisors, managers, safety officer and laboratory directors.
5% Oversee the OPH Laboratories compliance and document control system, review new or changed policies, procedures, and other documents as applicable.
5% Provide basic training and continuing education to laboratory staff and OPH field staff statewide regarding CLIA issues that impact specimen testing, transport and result reporting.
5% Participate in meetings (e.
g.
, teleconferences, web demos) related to CLIA issues.
5% Work with laboratory managers and supervisors to ensure that all proficiency testing is performed in compliance with ISO 17025 accreditation body standards and CLIA regulations.
50% OPH Public Health Unit Laboratories CLIA Waived and PPMP Compliance and Quality Assurance 10% Conducting on-site, bi-annual audits of the locations performing PPMP and waived testing to ensure sustained compliance with applicable Clinical Laboratory Improvement Amendments (CLIA) regulations.
Coordinating with PHU leadership, management, and supervisory staff to schedule on-site visits and audits.
Providing written reports of all audits, including deficiencies/findings and recommendations, to PHU staff, CLIA PPMP Laboratory Director, and supervisor within 30 days of completing the audit, unless extenuating circumstances arise.
Working with PHU leadership, management, and staff to implement any changes to existing processes and procedures and any new processes and procedures as identified through the audits.
10% Conducting training and competency for all new laboratory personnel performing PPMP and ensure on-going training and competency assessment is provided to current personnel performing PPMP procedures.
Competency will be evaluated twice a year for all new employees and annually thereafter.
Competency will be assessed through direct observation of patient testing and maintenance performance; review of patient test results; and review of worksheets, quality control records, proficiency testing records, corrective action logs and maintenance logs.
10% Reviewing of manuals, policies and procedures; and make changes, revisions as needed or re-write manuals, policies and procedures.
Ensuring document control of all documents is established and maintained and ensuring accessibility of current revisions/versions of all necessary documents.
5% Verifying PPMP laboratory personnel possess the education requirements for type of testing performed and ensuring personnel files including proof of education, credentials, training and competency evaluations are maintained for at least the minimum time required by regulatory and statutory requirements (e.
g.
2 years
one year beyond statuary requirements).
5% Administering and distribute proficiency testing to PPMP laboratory personnel bi-annually.
5% Providing answers to questions or concerns within 24 hours of inquiry Monday through Friday during normal business hours (8:
00am to 5:
00pm).
5% Meeting periodically with CLIA Laboratory Director and PHU management and leadership to ensure continued compliance, update on changes, and maintain communications.
